TSM picked teemo top lane which is clearly not a meta or a good pick in general for a competitive game.....

No, they can pick who they want to. Reginald tweeted last night that if he got 20k retweets, they would pick teemo today. They did it because they knew they had a 3rd game, and they wanted to appease the fans since at this point they've already locked their spot in the ladder.
Freedom is a lovely thing also, Teemo is one of the best top laners especially if you're enemy doesn't build magic res
Let's be realistic, especially looking at games 1 and 3.

Absolutely not. Copy-pasted from the official 2016 LCS Summer ruleset:
10.1.1.2 Competitive Integrity. Teams are expected to play at their best at all times within any LCS game, and to avoid any behavior inconsistent with the principles of good sportsmanship, honesty, or fair play. For the purpose of clarification, team composition and the pick/ban phase will not be considered when determining whether this rule has been violated.
