You mean besides the 1v1 Lucian picks and assigned picks from voting?
Honestly, the only matches where actual picks were made were the region v. region matchups that weren't fun modes and weren't player voted. Not counting bans, the most picked (in order) were (probably):
Top - Fiora, Gnar JG - Elise, Lee Sin, Kindred Mid - Anivia, Brand ADC - Miss Fortune, Kalista, Lucian Sup - Thresh, Braum
Overall, I think it's likely that Anivia and Miss Fortune were picked the most, with Elise/ Thresh/ Fiora taking 3rd.
Gangplank, Lulu, and Quinn were basically permabanned though, while Thresh, Anivia, and Elise were banned in just about every game they weren't picked in. This was also the broken Mundo patch, so he saw an abnormal number of picks during all-stars, as well.
Keep in mind that this is just from observation; I'm not actually going to aggregate the data.
