For the same reason Huni doesn't. Quinn is crap in toplane now. Want to see what would happen if Quinn gets picked for a pro match right now? Quinn is the bird in this video.

Take off the blinders, put away your "Beat Your Meat" cream, and realize why Quinn isn't being played in this split, and was a flash in the pan for last split. Look over what disadvantages she brings to her team, especially in this meta, in the pro scene. They outweigh any good that she has if she's picked. I get it. You fantasize about Quinn, most likely have a headcanon in your mind about how you and Valor are giving her the Eiffel Tower treatment(or possibly a gonzo gangbang involving all of Demacia's males on her), and view her as your waifu, but it's time for you to face the music, and ratchet back on your obsession with the champion some. Her time is done and gone.
And as answered in the past regarding Huni and the reasons why he's not picking Quinn this split(that you've ignored), the same applies to Smeb. Teams want to win, so they pick champions like Gnar, Irellia, Maokai, Shen, Ryze, among others. Even Illaoi is more impactful currently than Quinn.
