Look at FNC vs OG game 4. Tristana turned around the game by herself and became completely unstoppable force, since she could blow up anyone in 2 seconds. ADCs are so useless, please buff Rito!

Wasn't all by himself. Having an ap mid/top Lulu's job is to transform an adc into a super adc. Hence why Lulu is a staple in juggermaw or any other protect the adc comps.
You realize that game wasn't played on the current patch right? People are calling adc's weak now because of the new health/damage items turning the game back into the league of bruisers.
