Gangplank will suck on pirate themed map?

The pirate themed map will just be ARAM map with different look. You get very little CS in ARAM. New Gangplank needs CS to upgrade his ultimate. Gangplank on pirate map is stuck with non-upgraded ultimate.

yeah GP's ult is getting a massive nerf for Dominion and ARAM

It happens. Azir's Sun Disc passive is literally unusable in Dominion. Various other stacking mechanics are also weaker (Veigar, Nasus, Sion). Riot could address Gangplank's ult upgrades via map-specific buffs (like Thresh passive not being purely detrimental in Dominion anymore), but that would require Riot to actually care about alternate maps.

actually they are making another pirate themed gamemode for summoners rift. though it wont be graphical like the aram one i think

it's thematic. in a pirate's world, you take what you can get.
