I dont think so, he was hovered over in Korea Champions last night but changed at the last second, not that that means much :)

He's overall Annie with more counterplay.

His burst has more potential(with Lichbane, otherwise they're mostly equal) and he can poke with his laser. Otherwise she can do anything he can but better. Well I guess she can't get a MS buff. But she can get around that by stunning you in place while Viktor needs to keep up so you don't run out of his R.

Also whenever I play him and use his laser it seems to have a delay before casting 50% of the time I use it. Maybe this is because I smartcast it. Vi's Q does the same thing to me. I can't press it and quickly let go after picking my direction. Yet I have no trouble with Rumbles ulti.

He's a decent soloq pick but probably for the same reason 2/3rds or champs arent playing professionally is that he doesnt have a mobility skill n___n

Nah. There's a number of mobile champs that aren't played - and a number of non-mobile champs that are.

Viktor's main thing is that there isn't really a major reason to grab him. He's got solid burst damage, yes, but there's a few options for that. Most of his qualities - "High damage combo, low mobility, potential wide CC" can be seen in other picks. Cassiopeia, Swain, and Orianna in particular come to mind as those actually seen in LCS - they have similar end results. Cass amps the damage up massively and her CC, while on ultimate, is instant, plus she packs waveclear. Swain is bulky as hell. Orianna synergizes terrifyingly with engagers and AoE.

What he does bring that others don't is very long range poke - but you'll notice that siege/waveclear/poke harassment options are rare in the LCS right now (Outside of Nidalee), so a poke length that outplays that isn't something highly called for right now.

Viktor's amazing and fun to play and not a bad champion; he just kinda sits in a really contested strategic area.
