Dragons and SKT vs. ROX

So I get off of work late so I can't watch the stream live, so I watch VOD's. I'm watching the SKT vs. ROX series and there has literally been:

3 Infernals 3 Earth 3 Ocean And I haven't finished this game, but it could be 3 cloud.

I guess I am wondering if Riot actually determines the next dragon instead of RNG on the international stage. I know for sure RNG is used on the servers, there's no doubt about that. But that is pretty fishy to me.

Why would they do it?

To learn. How do these basic variables, damage, damage to structures, movement speed, and regen, in the hands of arguably the best two teams in the world, how do they affect the game? Maybe a poor theory, but I just find it so unlikely that that dragon situation came up during this series using "RNG".

Thoughts?

In game 5 I believe thier were 3 air drakes, and wheather or not your theory is correct it would still be smart to look at the drake impact for the games.
