Why is Jayce being played so much but not Quinn?

Because riot refuses to admit that quinns rework was a failure. They made her less fun, and have less potential strength in exchange for more mobility that genuinely doesn't matter if you know how to ward.
Jayce has better poke, and more burst. At least far more reliable burst. This only real unreliable 'Burst' is Q. Quinn has more RNG in her kit, and her Q can be blocked, and her E is fairly short. She's close though. I think Jayce just out shines her mostly. Quinn pays for her ultimate mobility in her power allowance so to speak.
Jayce is just extremely superior to Quinn.
