with the new recent changes/buffs rework of quinn, can we perhaps see her in 2016 competitive play, LCS, worlds etc?

Quinn is still in the process of getting nerfed so it's hard to tell if pros will be playing her and the new season however the All-Stars which we taking place next month will be playing on this patch (or last patch 5.22) so you'll be able to see there if she stands in the meta.

but she got buff she was given her blind back 1st off and 2nd they tweaked her passive so she did more damage....

That's why... She currently has a nerf to her base ad and multiple nerfs on her q in the pbe and secondly she lost her execute (% hp scaling ) on her w last patch and the blind is now vision reducing meaning you can still aa or use skill shot if you can get close enought

i had no idea about the hp scaling thing honestly, and i thought you can't use abilitys while in the circle doesn't it work the same way graves smokescreen does?

The hp scaling is like spider Elsie w or garren ult the more hp missing a person has the damage then scales by how much hp they have remaining

Technically, yes.

She'll probably end up being seen in the Spring Split as a splitpusher/zone control mid laner, likely paired with a Rumble/Ryze/Kennen/Lissandra top lane and/or a Corki/Vayne ADC. Her ult is very good to get places quickly with.
