Forums definition for personal attacks and "on topic" ?

Hello, how do moderators in these forums define personal attacks? IM asking cause I believe im being targeted with personal attacks, I have reported those comments several time for every reason there is but they are still there. <- I also beleive they are offtopic as they dont touch on the subject of the topic at all.

Example, the thread is about cars... but one user starts talking about me <- How is this on topic and not personal attacks? Especially when this user is calling me names and trying to label me.

If it is safe to assume you are talking about previous posts you created, then there is leeway.

The one you ask why you get +10 but -18 is effectively a topic about you. This is because of mmr connection; so looking at your games and other information would in fact be on topic.

Now, if you wanted to talk about how the systwm works, you may have not been clear about it in that posts OP.

If there was an actual personal attack, the moderation may choose to just remove that one remark instead of an entire post. Disagreeing with someone is a personal attack though.

Okey, so noone is able to tell me how these forums define personal attacks and being offtopic? <- I find this very strange. Should I just guess your rules and how you see things here or are there any definitions for things? Like is it racist to say "Death to the watchers" ? <- I dont even know what a watcher is, but maybe its a culture or religion, and in that case this would be racism in the real world.
