It just changes the color (red if downvote, green if upvote) and doesn't actually upvote or downvote it and i have to press it multiple more times for it to actually affect the vote number.

The reason it does this is mostly on Apple devices, and it's because Apple wanted a way to reveal hover-state changes on mobile, where you can't otherwise hover. Really the only reliable fix across all browsers would be to remove the hover element entirely.
