Or make a new account and grief, flame, troll? rinse and repeat once that account gets banned. The appeal of grief, flame and trolling games is much higher then playing a clean game. Riot should care about preventing repeat cases but their current ideology is ban, ban, ban. Despite it's name the reform system fails to reform players, and when your system fails at the one thing it's built to do then you know something needs to change.
In response to this
Why should Riot care about players who don't care about their game or rules? Besides, the amount of players who do get banned is under 1% of the player base. The 1% is irrelevant and doesn't exist. The only thing that Riot cares about is the other 99% of the players who do follow the rules and enjoys themselves. The 1% cease to exist. They have gotten enough chances before their ban. Their only two options are to leave or make a new account and follow the rules. Period.
I'm not sure what here is encouraging in game rule breaking. The first line
Or make a new account and grief, flame, troll? rinse and repeat once that account gets banned.
is calling to question the two options that the previous poster of either leaving or making a new account and following the rules. The creation of grief accounts over and over again is a valid concern and would be remedied if riot works on player reform rather then outright bans. There is clearly an "Or" and a "?" indicating a question rather then encouragement. The post further goes on criticizing the current system for it's enablement of such behaviors, rather then giving any advice on how to rule break in game.
