Certain mod should be removed

I know the title sounds harsh but there is a certain moderator that is actively trying to discourage people from playing league and is extremley unhelpful is most if not all situations. I would like to post this persons name but I believe that would be name and shame and that is not allowed. If anyone has any idea on how to handle this situation or has had a similar situation please leave a comment.
