For example out of all the people that play league, since it is global, there's a decent sized group that does use the forums that will downvote anything that doesn't have to do with what's trending. 1k people don't speak for the millions that do play this game. So if someone comes up with the whole "buff rengar" even thoughitem 3147 exists, and anything that doesn't have to do with buffing rengar so that the thread will be within eyeshot.

I'm pretty sure Riot is completely aware of the fact that there are many outspoken groups of people who rally behind specific champions and ideas.

As you can see those groups don't always succeed though considering Riot has stated countless times that they will not buff Rengar as he currently exists.

People vote for what they like to see. What are you proposing? We do have the option to disable thread voting per board, which has been discussed, but it makes it incredibly difficult for good content to stand out that way.

Riot is well aware that no singular source of player input is indicative of the playerbase as a whole.
