Ability to Exchange 1 Keystone for 2 other runes?

What if instead of getting a keystone, you had the option to choose 2 (Or maybe just 1) runes from another Runes Class. If 1 is too weak and 2 is too strong, maybe it could be 1 1/2 runes, where you get a rune, and another rune with half it's power.

It would add more customization to the new(ish) Runes that have clearly less customization than the old ones. There's so many unique playstyles I want to try with champions that just won't work out as well as they could if I could just get one rune from another page, and I'd be willing to sacrifice my keystone for it.

I mean the new runes also make it so that you have to sacrifice some things for others. Like for Riven, I'd always want to have sudden impact, but that forces me to go down dom path which isn't that great for her atm, as a result, I go down less favorable runes that just do better, You have to sacrifice certain things to get better overall runes. And getting half of something's power would be hard to measure, same with "weak" and "strong" keystones as each depend on other champs. Obviously there's certain keystones like Predator that only work on a few champs, or other keystones that generally aren't very used. But if you add too much customization, the game becomes too complex and hard for newer players to pick up and for learning players to play.

Keystones are way to OP imho.
