Forum layout changing?

Sometimes I'll come on here and have notifications which I won't have in another tab, I won't be shown my new messages randomly. Other times I'll come on and 'Champions and game play' isn't an option in creating a discussion, sometimes the arrangement of the 'creating a discussion' will be changed.

Why is this?
