Change the down vote slightly.

So that those that see your thread title can't just click down vote before even reading what you have to say. If they click the link just to down vote, then that's them waisting their time. For example can you imagine if people who don't like certain youtubers could just dislike their videos without even clicking on them? The dislike meter would be very inconsistent. No doubt there will still be those that will click on the link just to down vote, but again that's them waisting their time and I'm tired of seeing threads where someone might have good or even great points that go against what's trending and will get down voted by those that don't even click on the link because the title is conspicuous. TBH a majority of league players don't even use the boards, so it's very disingenuous and unfair to those that believe x champion is fine, but than you have this small group of people that use the forums that complain that x champion needs a rework,nerf,buff or to even be removed. I don't know what the actual statistic is, but all my friends don't use the boards, just me.

And this is not just about down votes. There's also up votes. If I went and said "please buff rengar" and had terrible points, I bet I'd get upvoted. You all know the reason. So for the sake of fairness and consistency in down votes and up votes, make it what I suggested.

Also just think. If someone clicks on a link just to down vote or up vote, they will still be more tempted to read what the thread has to say.
