I have a hunch on how Riot does its VU priority. Champions who have outdated artwork are next in line for the shiny new coat of paint (so I assume that's 
and 
, etc. etc.) whereas the champs that just got new artwork get a little bit of shelf time before their prettiness comes into play (the most recent being 
and 
). So Riot, am I in the ballpark or did I completely throw logic out the window?

A0 SHIN1 votesyou threw logic out of the window. Splash/artwork has nothing to do with who gets an ingame TU or VU. While its true caitlyn at least is slotted for a future VU, the other few you list probably arent riots priority.
MrSc0tty1 votesWell, at the same time we saw the first pass at Heimerdinger model (which was very close to what he became ultimately) we saw a singed model made (it was at a con). So I would assume he's very soon.
Taric, poppy, and Urgot have been discussed. There is a Malphite legendary in the works so they might use the updated rig for a VU, also there was a rumble legendary so that's a possibility.
Sion relaunch is frequently talked about.
