Morellonomicon Bug With Viktor

I apologize for not being able to attach images, but I carefully watched several times while playing Viktor with Morellonomicon. I was levels 11-14 in game where my ult base cooldown is 110 seconds and only had 20% CDR from Morellonomicon. The tooltip said my cooldown was 88 seconds, but up cast the cooldown started from the base cooldown of 110. I saw it before at 120, but I believe that at that point I was not yet level 11 so only had a single point in Chaos Storm. I observed it every time I used my ult, which was at least 3 times. My Death Ray cooldown (which I could easily use while on the fountain) appeared to work correctly, starting from 8 seconds and counting down (which seems reasonable as it's cooldown would be 7.2 seconds from a base of 9 seconds at max rank).
