Camera move delay after switching mouse during game(not lag or smooth camera issue)

At one point there were 2 mice connected at once, but ever since I've had this small delay of roughly .2 seconds on camera move, I've reinstalled league, turned on and off all usual suspects(v-sync/anti-a/smooth cam etc..

While all that that seems to have marginally reduced overall lag, it hasn't resolved the "bug" I have created for myself.

I've tried 5 different mice and it's just a weird glitch/bug I'd rather not have to reformat my pc to resolve.
