Cinderhulk is not working with vlads passive

Does not matter how much Ap I have on vlad after buying cinderhulk, the bonus hp tooltip never changes

Yes it does, but the ap that goes into hp isnt reconized by cinderhulk for some reason

These bonuses do not stack with themselves.

Just checked his page. Cinderhulk's bonus HP will increase your AP, but looks like it won't increase the bonus HP you get from AP. I'm not sure if it's because of the clause I just quoted, might be some quirky programming thing.

Good thought. If the bonus HP from cinderhulk gives you AP then your extra AP can't increase cinderhulk's bonus, or it would increase your AP even more.

no what I mean by this is that the bonus hp that ap items give you on vlad doesnt scale with cinderhulk. it should considering any hp bonus applied works with it

I understand. You said that the HP from cinderhulk does give you AP.

So you buy some AP. Assuming it works how you want it to, you get bonus HP from your passive and some from cinderhulk.

This bonus HP would be converted into AP by Vlad's passive.

Buying AP has, via a roundabout loop, given Vlad extra AP from his passive. His passive explicitly states "does not stack with itself".

It is possible that Riot considers [AP -> HP through passive -> HP from cinderhulk -> AP through passive] to be "stacking with itself" as buying AP effectively grants you bonus AP, and therefore they do not allow it.
