[Gameplay] moragana utimate pings as "ready" even when on cooldown

as of 7.6 Morgana ultimate now pings as "ready" even when it is on cooldown. previously this worked correctly. the new patch broke it. i am using "min and seconds timer" for cooldowns if that matters
