Taric's Bastion, failing to cast

I have noticed that Taric's Bastion ability fails to trigger correctly if you are out of range of your target when you cast. Despite being a point and click ability, if out of range when first cast, Taric will walk towards the target but will not cast the spell unless the player recasts once within range. I do not believe this is how the ability is suppose to function, and believe that this is a bug for this champion
