Champion Select Loading Selection

Can someone look into why it takes 15 seconds to load what champion I pick or my Runes/Masteries? It is not my internet, its not reporting anything wrong there when I check logs. I try to change my Runes or Masteries and it doesn't load them for like 20 seconds sometimes. I have been dodging a lot of queues lately because it takes the entire timer to load the champion I want to lock in. Once it does I have 3 seconds to actually lock in, sometimes it loads that instantly, most times it doesnt and I dodge... Its just getting irritating because I am spending more time in punishment than in game and I don't know why it keeps doing it. It did it every once in awhile before 7.1, I thought it was my internet, but now it is every game and it seems like a 50/50 chance it will accept my log in.
