Devourer and Health Pots

Does Riot know about this bug yet? I've seen other people complain about it but I've yet to see a rioter confirm that it exists.

It's a bug with the devourer, all you need it to buy the devourer and use a health pot and your attack speed decreases.

This bug has been in game since I think the devourer has and has yet to be solved.
