Freezing During Champion Select

I have been freezing constantly during champion select, it has caused me to dodge 2 games now. It gets to my turn but the "lock in" button never appears and i am just stuck waiting while the timer goes down. It happened every once in awhile before, but the new client it happens every single champion select, usually it will unfreeze right around 5 seconds left to lock in.

Edit: just to be clear my internet still works during these times, I can browse the web and Discord doesn't lag out. It seems isolated to league of legends.
