The quest says win a game with a noxian champion doesnt work with annie, gg event ruined.

He parents or at least her father was in the noxian miliatry wasnt he?

Her parents were Noxian, but left due to the politics. Annie was born outside of Noxus. There's a decent chance that the Noxian leadership may have seen her parents as deserters and revoked their citizenship.
