ReRolled for a skin for a champion I don't own?

I thought when you rerolled 3 skin shards you got a free permanent skin. Not a permanent skin shard, let alone for a champion I don't even own?

Not a bug.

Riot intended for reroll to be completely random out of all the content you do not own.
