Things that clearly cause fps drops

1. Statikk Shiv proc causes a reliably predictable fps drop

2. When Lucian consumes his passive, a guarantied severe drop in fps occurs

There are more things that cause these fps drops and I will add them as I confirm them

Each of these fps drops last roughly between .5 and 1 seconds.
