In the patch notes: She will be available for purchase on Friday.

This isnt unusual.

I wish they'd make up their minds though, why do some champion release 3 days after the patch and other's release on patch day, it's annoying.

This one is pretty obvious: they cant even keep the servers for TFT from getting rekt at this point. If they added her in at this time, they'll lose their whole damn server room.

But most of the champs in the last few seasons have been like this: they're in the shop on the patch date, then available for purchase like 2-3 days later. Probably some sort of deal with the client: usually, there's issues with RP or the shop right after.

Her skin is related too the Arcade Event, so they wanted to release her along the time they started the event.

Various champions are released at different times for different reasons. There's also TFT slowing down the servers, so they want to make sure everything is still running smoothly and thus don't release all of the new content at the same time.
