Bloodlust, RFC, and Statikk all activate the moment you enter range after issuing an attack command with Garen's Q activ, as opposed to when the attack actually occurs.
So you can ready your Q, walk into range and electrocute the minions, but leave without doing the attack.
This bug has been around since at least the introduction of RFC, but I might recall it occuring ever since the juggernaut update.

Peritheus1 votesIt probably has something to do with slow,delayed animations and not being able to code those specific energizied attacks to be properly adjusted to such champs animation, also at some point they implemented that you have to finish the actual cast time for the basic attack or it just visually strikes out and deals 0 dmg because you canceled it 2 fast, happens rarely, but yeah it does tilt you when you miss cs.
