Yasuo Q goes through Jax's counterstrike even when he's the only/first target

Why is this still not fixed?

Anything that procs on hit effects is supposed to be dodged/blocked

I can understand why it isn't dodged if he's not the only one hit, but counterstrike will NEVER dodge Yasuo Q
