reached lvl 18, then i dont?

i finished a co-op vs bot games on an alt account and it said i reach lvl 18 (which i did) and it told me to use and new rune slot and mastery points)

right before doing so i click ed "your shop" nothing happened

so i then went to soend my points.. and it said i was 17... and wouldn't let me use the,
