Ekko's ult is working while being silenced

My friend who I play league with told me that twice during one game while playing as Blitcrank he hit Ekko with his ult. Ekko proceeded to use his ult and kill him. I know what Ekko's ult is supposed to do but I don't think it should or was intended to be able to still be used while under the effect of a silencing ability. Please fix this.

Blitzcrank's "silence" lasts for .5 seconds.

I tend to play Garen vs Ekkos and the silence on my Q works perfectly well for stopping Ekko's ult. It's likely either that your friend is casting it too late (There is a nearly-unnoticeable amount of time where a silence can hit someone, pop an effect above their head, but not proceed to actually silence the person. Ex: On Garen I can hit a Leblanc with my Q, see the text saying they are silenced, but before damage is dealt they can reactivate their W and get out. My Q will not count as being used and the person will not be silenced) or they are overestimating the silence length, as it is really short. It is also possible Blitz has a special bug with Ekko's ult, but that's less likely
