I was hoping that it would be released exactly 1 week after the patch... here i am at 3:30 in the morning waiting for it to come out yet it has not. Sigh. New cass skin years in the making please dont torture me anymore 
It's not bugged, they don't release all the skins immediately or at the same time during a patch; content tends to be spaced out throughout the patch (keeps us from getting burnt out and bored in the first few days). It will be available later.
My guess is Thursday evening in Europe and morning in US. But knowing Riot, probably Friday
