It's not bugged, they don't release all the skins immediately or at the same time during a patch; content tends to be spaced out throughout the patch (keeps us from getting burnt out and bored in the first few days). It will be available later.

I actually didn't pay enough attention to what you were saying was bugged, I thought it was about the skin being in the champion's skin tab (with a lock on it) rather than on the front page.

I was hoping that it would be released exactly 1 week after the patch... here i am at 3:30 in the morning waiting for it to come out yet it has not. Sigh. New cass skin years in the making please dont torture me anymore item 3070
