The game wont launch the launcher

I was playing last night for a few hours then went to bed. in the morning it said pvp.net something something timed out. i ignored it and went to play an ai v player game and we all chose champs, i exchanged some thoughts with my team then the timer ran out and it went to load everyone in but the screen went black. i turned my computer off then on, i head a strange clicking/beeping noise and turned it off then on again. i clicked on the icon and my computer said windows couldnt load the app. i deleted it and redownloaded it after much struggle. its still redownloading but if it doesnt work what should i do?
