Several Refresh Practice Tool Bugs

The item refresh doesn't work on:

Tear-related items. It will play an animation as if it had refreshed, but still require the 4-second wait between stacks.

Hextech Revolver will also require the normal wait time.

It seems to be an issue with items that have cooldowns on passives, but I have not checked Banshee's, etc. to find out.
