CDR doesn't affect Talia's Ultimate?!

I don't know if it is intended to work this way. I had 35% cdr and it reflected on the ability description as 117 seconds. However, every time I used the ultimate it went on the full 180/150/120 seconds, or whatever the base CD was at the time. Every other ability was fine. It was just the ultimate CD.
