Animation Inconsistency?

It can't be my FPS cause my FPS is generally higher. I turned down my animation quality from high to medium to low, and the problem still occurred. I was NOT lagging either.

But all my animations during my game were super inconsistently playing. I was Vayne, and the moment I would hit ult... it had like a 3 second delay. Which may not be a long time, but when you are trying to 1v1 against someone and your animations aren't going off properly, then everything goes down hill. When brand was using his E, the dmg went off instantly before the actual animation finished, so even if I tumbled out of his E, I was still taking damage.

Idk wtf is going on. It can't be my computer if the animations are just acting all sorts of weird. Cause everything else is loading fine. When an ally dies or enemy dies, I get the notification instantly. When minions shoot me, they shoot like they are suppose to and dont jump around the screen like as if you are lagging.
