Since it applies on hit effects, it should be dodged, but it's not

Note: Even when Jax is the only target he does not dodge it

It only applies on-hit effects to the first target hit. I'm not 100% sure, but I believe that if Jax with E is the first target in line to get hit, he will dodge it.

I just checked in a custom and he does not dodge it even when there's no other targets

Then it's indeed a bug. A fairly recent one as well, because the last time I played the matchup it did work correctly.

Yasuos Q only applies on hit affects on the first target hit.

I HAVE FOUND YOUR ANSWER FROM LOLWIKI:

Steel Tempest is unaffected by Counter Strike.png dodge and Blind icon.png blind.

Not a bug.

Okay, that doesn't explain WHY

Why is this intended? It applies on hit effects to the first target

Every other ability that applies on hit effects is dodged/blocked etc

I already know it isn't dodged, that doesn't tell me anything

What I want to know is WHY, and if it's intended

Most likely because Yasuo relies on his Q and autoattacks to do all of his damage unless you go ap. Even champs like sivir have other damage sources. It is most likely intended though.
