Cant customize runes or choose a page because 'not high enough level' despite level 90 in ranked

FFS this is a ranked game, im level 90, and using flash ignite, how the hell am i not level 9

Now im gonna get shit on unless I dodge because the game is gonna pick me terrible irrelevant runes.
