[CLIENT] Cannot re-roll champion shards even after logging out and logging back in (permanently?).

How to reproduce: Queue up for a game. Select a champion shard. Select the re-roll into champion permanent option. Select 3 shards. Wait for the queue to pop. Decline the match.

The re-roll champion shards option will now be permanently removed from the client, even upon logging out and logging back in.
