Forced to Restart Client Every Game to Unlock Skills

So this has been a very serious Glitch I have suffered for my past four games.

Order of Events.

Game Starts

Random Fps Drop to 30 (always 30)

No Actives Q-R can be used, this also includes summoner spells, lock, unlock map with Y, or center character with Space.

Yet for some reason I can still type in the chat bar, so it's clearly not my keyboard.

To restore my abilities I must Dc and Reconect. However sometimes the abilities will once again, randomly lock. I even go as far to check my in game settings, and nothing has changed.

Please help/fix.

This was actually a large reason in why I lost my past few ranked games.
