Rumble Overheat not functioning in URF

I mean, if his Overheat worked the way in normal games he will be completely unplayable in the game and people would flame you all game for playing him.

So of course they had to make it not actually silence him for URF.

This isn't a bug. "X champ OP in URF" complaints belong in Gameplay.

It may be intended, but that's not how it's intended.
