[GAMEPLAY] Multiple bugs caused by new HUD that persist into ranked games using the old HUD.

How to reproduce: play a game in the new HUD, play around with some stuff. Then play a ranked game, and play around with some stuff.

Bug I personally encountered: cannot change ally pings volume, or mute them, in either mode (old HUD or new HUD).

Cannot press ctrl+f to display ping (old HUD only).

I cannot fix this. I am stuck with loud pings every game, and no way to change it (which is a HUGE problem, since I have been playing with muted pings for probably a year now).

@Riot: please do not add "channel blink" as a rune. It will make flash EVEN MORE mandatory.
