Ziggs' Passive Consumed Despite Not Applying

If I attack a unit with Ziggs's passive active but it dies before my attack hits, the passive is still consumed.

I left more detailed thoughts on Ziggs here. To sum up, a very safe buff would be to his W AP ratio so that he can attempt more aggressive plays trying to burst a target even if he blows his escape to do it.
