Kayle's E has been glitched since 7.9 and no longer procs hunter's talisman.

I post about this here and on the league subreddit once every couple weeks and I've yet to get a response from a Rioter.

Kayle's E used to function as it should, proccing hunter's talisman on all secondary targets, until something in patch 7.9 broke it and it no longer works. This is a glitch, not a balancing issue, so it's not really up for debate that this needs to be fixed. It should be simple to fix and would improve jungle diversity by adding 1 more jungler that isn't an assassin or burst champion. Kayle's rework hasn't even been announced, so "waiting for her rework" is not a valid excuse.

Riot, fix this or at the very least, tell us why this gamebreaking glitch that single-handedly prevents a champion from jungling still exists.
