Graphic bug with effect quality and character model quality.

So I just bought Ekko and got his skin, I noticed that the model was a bit muggy, like it was low resolution. My settings are character model very high, and effect quality very low. Due to having a toaster these settings allow me to have good looking characters without the effects lagging me. The bug occurs like this, effect quality applies to character models on some characters. I know this to be true because when I turn effect quality to high his model then appears like the other character models in the game.

I also get this bug with Thresh, and Sion, once he dies. They go to super low resolution and stick out like a sore thumb due to other models being high res. I don't know if this is intentional or accidental but I thought I should bring it up.
