[Gameplay] Karma W and empowered W do not refresh Mantra.

Currently on live, Karma's W is not refreshing Mantra's cooldown. This also applies to her empowered W. Expected behaviour is for Karma to reduce R CD twice. Once on tether apply, and once on root application. Repro is 100%

As a Karma main, I also filed a report as I have been experiencing the same bug even in the practice tool, really sucks losing 4/6/8 seconds off R in my calculations, probs best to avoid her until its fixed
