[GAMEPLAY] Rift Herald does not grant takedown stacks (eg: runes)

How to reproduce:

Step 1) Take a stacking rune (like Ravenous Hunter)

Step 2) YOLO and launch your rift herald down mid, and then go farm your jungle and ignore it

Step 3) Have your rift herald slam itself into the 100hp Jhin and kill him. You get a kill. You get kill gold. But you do not get a stack on your rune for killing Jhin.
